With HTZ, if you pre-pay for the tank up front, they don't charge the 6.99 fee.
So yes,it is the going rate for gas in the market area minus the $.15.

You could probably have mentioned the fact that with HTZ you pay market price plus a small flat fee. The tone of your article is clearly negative, and doesn't discuss the relative fairness of HTZ's pricing. I do see you put it in the table, but the radical difference from other renters policy is definitely worth of mention in the discussion.
