Despite a Capitol Hill plan to shore up around $300 billion in home loans, traders still sold off housing ETFs Tuesday. Concerns about the state of the typical consumer, rising inflation, an analyst downgrade and Home Depot's quarterly results caused a wide selloff in many prominent home-builder stocks for the second straight day.

Launching Pad

: State Street announced the beginning of trading for the SPDR S&P Emerging Markets Small Cap fund on the American Stock Exchange. The ETF tracks an index of 1,600 companies in 26 countries that have a market capitalization of less than $2 billion. It joins seven other SPDR funds that focus on growing economies around the world.
